On Cambridgeshire's site:

An annual budget is set for providing disabled parking bays. Successful applicants will be put onto a list and bays will be installed until the budget is spent.

Please note, the annual budget for the provision of disabled bays is fully committed, therefore we are regrettably unable to progress any new applications until April 2019.

Successful applicants also have the option to fund their own bay, at a cost of approximately £1,700.

That's a disgrace, if someone needs a disabled bay (and I'm presuming these are real ones and not the Faux advisory ones some councils resort to to placate people) then the council should be putting it in now, not in 4 months time just because they couldn't budget correctly the genuinely needy shouldn't suffer.

When it comes to being venal I'd suggest the political hue of the elected council seems pretty irrelevant, the unelected bureaucrats making up most the rules all come from the same gene pool.

The TSRGD 2002 and now 2016 make the placing of so called "advisory" disabled bays unlawul. They don't allow placing a bay with wording on the carriageway unless it is backed by a TRO.

Equally unlawful is any council charging a person to place either an advisory or TRO backed "mandatory" disabled bay. There is no power under the RTRA 1984 or the The Local Authorities (Transport Charges) Regulations 1998 to charge.

Personally I don't really see the problem. It is clear people place a value on their own space, especially if disabled.

Many will maintain their own driveway, at some cost in terms of maintenance and land.

Councils have a finite budget and I don't really see the issue of either adding your name to a waiting list, or if you want to pay the cost yourself they will facilitate it. Disabled people quite often require elective operations in hospital but we don't demand they must be done this financial year. They get done as finances and resources allow.

Life is never going to be entirely zero sum. Disabled people rightly get concessions like Motability cars and blue badges, but you can't possibly get everything in an ideal timeframe.
