The usual answer is that at the time you were not the registered keeper or at least not at that address, check the V5c registration document, make sure the name and address is correct, it’s worth checking the date next to the ‘docref’ on the bottom of page two as that is when the DVLA last updated the details, how does that compare to the offence date?

thanks for the reply, unfortunately i do not have the V5 as by the time i received the NIP i had changed the plate on the car and now have a different V5 (i did the plate change on 9/5/28 so well after the incident). I KNOW i was in posession of the v5 on the date of the offence but i am unable to check the docref on the V% at the time of the offence... if that makes sense! thanks again

If you had the v5 then the 1st NIP should have come to you unless the dates were exceptionally tight.
Perhaps ask them? The driver needs to be identified regardless. -------------------- RK=Registered Keeper, OP=Original Poster (You!), CoFP=Conditional Offer of Fixed Penalty, NtK=Notice to Keeper, NtD=Notice to Driver
PoFA=Protection of Freedoms Act, SAC=Safety Awareness Course, NIP=Notice of Intended Prosecution, ADR=Alternative Dispute Resolution PPC=Private Parking Company, LBCCC=Letter Before County Court Claim, PII=Personally Identifiable Information, SAR=Subject Access Request Private Parking - remember, they just want your money and will say almost anything to get it. |

Worst case scenario a SAC is likely to be offered, even if they give a valid reason for the late arrival.

The danger is that if you start talking about the 14 day rule, they will regard this as something that needs to be settled by a court and not offer an SAC. A phone call politely enquiring about the 14 days rule might be better than a letter.

Being (probably overly) optimistic, it should be possible for the DVLA to be able to tell you the doc ref date of the previous V5C, worth a phone call I'd say!
