Driving without tax or MoT, Hypothetical question

Just a hypothetical question, but I'm curious to learn the answer, please.
I was watching Traffic Cops or something like it a few days ago.
Plod seized a car from a Romanian chap as it had no tax or MoT but was insured.
Can they do that, and under what legislation?
I'm aware that seizure for no insurance is common, since the offence carries points and risk of disqualification, but I didn't think that was the case for moT or tax.

The DVLA can seize cars for no tax, some police forces have been given delegated authority to seize untaxed cars on behalf of the DVLA, from what you say this would seem to be the most likely scenario.

What do you mean?
My understanding of insurance in the UK is that a driver is insured, not a vehicle.
In Europe, it's the opposite.
My daughter, in Belgium, drives whatever she likes and it's the vehicles that carry the insurance.

In any case, his vehicle was seized and he had to get a taxi.

It's both - think of it as a combination: The insurance must cover that person to drive that vehicle. It can be a policy to cover the owner to driver their own car, or a policy which allows a specific person to drive any car, or a policy which allows a specific car to be driven by anybody. Whatever the combination it must cover the specific circumstances at the time.
