TFL PCN- Any help

So Ive been in London following the death of my mother and boy has it been costly.

I received a TFL PCN and am wondering what the terms are.

I basically pulled in here as I had a car up my arse to move out the way and was in midst of a coughing fit (not coronavirus related). At no point did i leave the vehicle and as you will see my lights are still on. There doesnt appear to be any link but the two photos represent 3 mins apart.

I am also registered disabled. Do i argue this or do i just pay it. Its been a hell of a too months what with loosing my mum.
