the keeper was just going to pay the notice, however the keeper went back to read the board and it say no parking without permit ( can attach photo if needed ) and in the photos for the evidence are only images of the back of the keepers car meaning there are not photos showing the lack of a permit.

Is this reasonable ground to appeal and what are the chances of it being cancelled? Or do you think the keeper should just pay the notice?

Also it was taken by a person walking by whilst the driver was still sitting in the car with it running, could this also be an additional reason so appeal? It's a CPM self ticketing notice, where some scum bag grasses you in for £10

EDIT: It should also be noted this was around 11pm and the business was closed for the night. No staff or customers in sight. So the driver couldn't have caused any loss or damage to the business in question.

EDIT: It maybe important to note the keeper doesn't actually have a permit to park there.

Edit your post right now so you dont give away the drivers identity. Refer to "the driver" and "the keeper" nothing else.

You've got good grounds for an appeal yes as the keeper. Post up the notice, redacting all identifying details like the number and reg plate.

IS that the date of the parking event or the date of issue of the claim?

We need these to advise on keeper liability, and then we can attack if they can even have a case. Keeper liability is the easy win.
