Bam Livingston PCN, Query re PCN for not displaying valid ticket

Hello knowledgeable people
Abm is issuing windscreen PCN tickets in the shopping centre at Livingston Scotland. It is a privately owned car park which charges by the hour, paid at meters.
If a car gets a PCN ticket for not displaying a valid paid parking ticket can anyone tell me whether this is the same non enforceable bluster as getting a PCN for example overstaying in a non charged car park or does not having a paid ticket put it in a different legal status?

No keeper liability indeed. But tickets are potentially enforceable - I would never claim otherwise.

Poor choice of wording on my part, but my query is whether a PCN for not having a valid paid ticket is any different/potentially worse to a PCN for overstaying in a non paying private car park.

There are arguments that there is a disproportionate amount versus the unpaid tariff but trying to convincing a judge that ParkingEye v Beavis (only persuasive in Scotland) doesn't apply is difficult.
