Don't ever telephone a parking company

It's very easy for them to make you admit a mistake and that you owe the payment

Your husband has acted reasonably by responding to the PCN

HX, however, is not a reputable company and is not in the habit of accepting appeals

Do not make a second appeal to the so-called"independent" IAS
It's a kangaroo court that guarantees to reject at least 80% of appeals
The chances that it will accept a "wrong registration" appeal are zero regardless of the reason

All you would achieve is hand HX a decision to wave in court

Your best option by far is to let the letter chain run its course
Ignore everything except a Letter Before Claim

Then stick to your guns that the driver did nothing wrong and HX is attempting to profit from its own equipment failure

Then you defend it.

It’s not a ‘summons’ - this is a civil claim.
