Time limit to issue PCN

Dear All.
Would you please be able to clear up a query.

My dad has got a PCN for driving in a bus lane during the stipulated hours (guilty as charged).

The offence was on 17/9/19.
The PCN is dated 2/10/19.
He received it on 3/10/19.

Is the time limit that the council have to send the PCN (and have it received) 14 days or 28 ?

Is this worth raising in formal representations ?
