Hi All,

Please see attached which has not been responded to. The fine has been issued as noted it was 13 mins over the total time. See https://imgur.com/a/aPePWCW for both attachments. The crumbled one being the second notice



In accordance with what has been shown here before, would this response work?


Dear Sirs


I have received your Notice to Keeper ####### for vehicle VRM #######.


I am appealing as the keeper and ONLY Schedule 4 of The Protection Of Freedoms Act 2012 can cause a keeper appellant to be deemed to be the liable party. You have failed to comply with the requirements of Schedule 4 of The Protection Of Freedoms Act 2012 namely, but not limited to, failing to give notice of keeper liability as prescribed by section 9 (2) (f) of the Act. You cannot, therefore, transfer liability for the alleged charge from the driver at the time to me, the keeper.

There is no legal requirement to name the driver at the time and I will not be doing so.


I do not expect to hear from you again, or your debt collectors, except to confirm that no further action will be taken on this matter and my personal details have been removed from your records.

168 cases is a very small percentage of their overall cases.

How many fines, zero, you know that as they don’t issue any at all.

The point of a ‘strong appeal’ is to put them on notice you are informed and up for a fight, most people come across as ill informed and an easier target.

As such forget the PoFA only ‘invoice rejection’ and use everything.

Managed to dig out some old data for 2019, they had 32 hearings but made 290,191 requests to the DVLA.

Just a note of thanks. I used the text suggested here and they sent me a letter about 2 weeks later confirming they had cancelled the charge and wouldn't bother me again.
