It says in this article that the accused ignored requests to say who was driving his car as he is OBLIGED to do..... .I thought it was the Registered Keeper who was respomsible regardless who was driving .What difference would it have made if he had disclosed who was driving ....is there a stage when a RK has the opportunity to say who WAS driving ?

"A man has been hit with a four-figure fine after ignoring 21 parking tickets.

Supermarket manager David Humphries, 50, of Hawick, used a pay-and-display area behind the Iceland store in Galashiels where he works.

However, he never paid a string of tickets on his car or answered council letters asking him to reveal who was driving at the time.

He admitted 21 charges at Selkirk JP Court and was fined £60 for each - a total of £1,260.

A bill of £1,260 is also outstanding for the original parking offences between April and July last year.

Procurator fiscal Graham Fraser told the court that there was no CCTV in the car park showing who had come to collect the car on the days of the offences and Humphries had never informed the council of the identity of the driver despite the repeated requests."

Others more knowledgeable will advise I'm sure but if you parked before the warning notice was put in place and you then went on holiday that is a different scenario from one where the notice was already there when you parked ( and would have been seen by you ) and you would have been aware that you needed to move the car before the suspension started .

Do you know when they put the warning on the post?
Can you explain more about the alleged damage to your car...have you had it examined by someone?...when uou say "towed" I presume you mean it was hoisted and placed elsewhere?...could have been worse and put in a pound.

lol....silly me thought your post meant he CAR was moved not the PNC ... Usual practice of not taking a picture that clearly shows the relation between the end of the car and the dropped kerb ........
..... standing on the pavement and taking a picture to include the rear of the car AND the kerb would have shown the true situation .

Are the pics you posted by the car owner or the Council......if by the car owner are there Council pics available as they should give a clearer view of the car parked in relation to the dropped kerb.

You disagree with what ? Surely the usual advice in Scotland is to ignore and not to disclose who the driver is ...as they need this piece of info to take things further .

We can well understand why you think sending that letter to them is a good idea but it will do no good other than give you some satisfaction . Do you have a shredder or a DELETE button ....Use them and get on with your life . If you get any further letters from them then you could file them somewhere marked IGNORE unless it relates to COURT ( which it won't) . By replying in any shape or form ( getting involved in correspondence ) there is a danger you give the game away as to who the driver was.

The ( VERY) first one would be sent to whoever is named on the V5c Do you know who that is and have you seen the V5c and when they got the initial notice .Could it be a Rental or Leasing company?

Be impossible for me to get insured and go to work as i work 45 minutes away in the car and it takes about 2 hours on public transport.

Others will comment but nothing you have said above suggests you have a defence.If you get a COFP ( CONDITIONAL OFFER OF A FIXED PENALTY) take it.
Check yiur policy to see when/if you need to tell your indurers about any speeding offences and remind uourself you are a " New Driver" and there are strictures in the first 2 years of passing your test.

No help to you but what a stupid arrangement- why not get rid of the island and just make that a " Bus Stop" with a pull in for the buses- appears to be enough room to do that
