Caught at night by hiding policeman with hand held device

Hi I’ve just been pulled over for allegedly driving at 40 in a 30mph zone at almost midnight on a Saturday. The officer was not in plain view and caught me by surprise when he stepped out into the road to wave at me to stop. He was alone and was using a hand held device to record my speed. He asked to see my licence and asked for my phone number and email address, that was all it was over very fast. He asked me to step out of the car to give him my licence, and then immediately asked me to sit back in my car. Quite strange. When he asked me to sign his electronic form I asked what would happen if I declined, and he wrote declined in the box for me without giving me an option.

I’ve never been handed a ticket like this, nothing was given to me. What should I expect? His device looked like binoculars and didn’t look like it recorded anything but I don’t really know. He didn’t even know my plate until I was pulled over, didn’t spend any time running checks for MOT etc. Any chance I can fight this or should I just take the fine? Will I even be offered one since I didn’t sign his form?

That's what I would expect. Standing at the side of the road pretending to be the cops is a lot more risky.
