Cheshire East car park. Snow covered disabled space

Late February, the whole of the NE is under a foot of snow.

I park in what turns out to be a disabled space. Come back to a ticket for parking in a disabled space without having a badge.

Completely forgot about the whole thing, to be honest. Have now received a Charge Certificate demanding £105. I tried the online appeals system, but I'm out of time for that, apparently. Laura at the Council says I need to wait for the next stage and make a witness statement.

A) Is that right
B) is my defence (which is genuine) going to see me exonerated or am I Donald Ducked?

Cheshire East is in the NW of UK, not NE. Wilmslow has not been under a foot of snow this year, but maybe sufficient covering to obscure parking bay markings for a few days, that is why we want to see CEO photos taken at the time.

While I understand anyone's desire to see the council photos, at the moment this is not about the PCN or whether it is valid.
It is about process.
OP has choice of paying the £105 on the charge certificate or waiting for the Order for Recovery and sending off a witness statement to TEC (Traffic Enforcement Centre, Northampton) which will get things reset.
I am assuming that OP can claim ground that NTO was not received. But would caution against lies if this is not the case.

If you are going to wait for Order for Recovery, be proactive, phone council weekly and ask where it is, you do not want to miss this.

Ford, yes, you are quite correct in both senses.

The NE/NW confusion is undoubetedly caused by too many Mars Bars leading to my having thumbs which closely resemble Cumberland sausages.

In terms of the exact depth of the snow, I must confess to not having actually measured the depth of the snow. I apologise if my literary flair has caused any consternation.
