Challenging Enforcements

Hello,

So last month I paid out about a grand to debt collectors due to unpaid enforcements - due because my daughter had thought her car was exempt from congestion charge (it seems TFL changed the rules?) but also because she had not informed DVLA she had moved address hence post was going to an old property.
Yesterday a further 2 enforcements came to light and I am now fed up.
I wish to challenge these via forms PE2 and PE3 ((Statutory declaration out of time) however I am aware that she should have informed DVLA of change of address.
If we challenge, is it likely DVLA or others will pursue the fact that they were not informed of address change?
Is it worth challenging?
Can we do anything to re-instate her now ruined credit rating?

I've highlighted to mods so hopefully should move.

Credit rating is unaffected by these so put that out of mind, they are not CCJs

Not updating address on vehicle registration is perhaps one of the most common reason why bailiffs get involved.
We will need to see what paperwork you have for outstanding PCN.
Dates of notices
And is address on V5c up to date now?
Does this change predate any of the PCNs?

I am assuming all from TFL re congestion charge but that is something OP can confirm.

Check with Tfl for details of all PCNs against your reg.mark, in case any more nasty surprises around the corner.
