Hi all,

I have received a Charge certificate, please see here- . Have never been to Preston before or since although from this forum alone I see the Fishergate Bus Gate is an area of contention.

This is an increased penalty, however I did not receive the first correspondence so this is the first I know of this incident. This is very similar to http://forums.pepipoo.com/index.php?showtopic=123835 so I am sorry if my question is too similar to warrant a new topic.


Am I right to await the Order for Recovery, and then file a witness statement on the grounds that I never received the PCN? The first line of address is incorrect as it stands but I will need to double check with the DVLA so may not have a case in this respect.


Any help and advice very much appreciated, have never had any fines before!

go check your V5C reg doc - that will tell you what DVLA has. If it's wrong, you need to get it changed and it may explain why you didn't get the PCN.

The standard process now is indeed to wait for the OfR etc but you will need to monitor the situation closely to ensure you do get the OfR. you may have to intervene to get the address changed - not sure how best to do this.

what are dates on the CC - there's no point in hiding these and they can show errors by the council.

Another one here. It appears that the council had a problem. This will not help you yet.

You must wait for the order for recovery this allows a simple tick box that will revoke the CC and reset the penalty. If we can get this recording from the other OP then it will win it for them and should swing it your way also

Many thanks for all the help! Yes the dates are a similar time period as in the other case highlighted by PASTMYBEST -

Contravention is stated as 16/03/19, original CC allegedly issued 20/03/19.

The notice I have actually received issued on 15/05/19. Apologies for being over zealous with the scrubbing.

If you do not get an order for recovery in 3 weeks come back here, it gets messy if that goes missing. we will tell you what can be done but no point in information overload just yet

Stamfordman - sorry I forgot to add - I have checked the V5C and the address the car is registered to, is the same as had been used to send the charge. Our full address
is not found via a postcode search in any format.

Although there is an error in this address I believe this was my responsibility to correct so this is a moot point I would think. We do not usually have any issues with mail.

I have managed to contact the issuing council who confirmed my fine was also one of the batch that was not sent out by post.
