A large part of the problem with cyclists is that they feel that they are above the law when cycling as they have no number plates.

The vast majority that I see do not stop for red traffic lights when cycling. I strongly suspect that the vast majority of those also drive cars and do stop for red traffic lights when driving (most of the time, many will try and fail to cross on amber).

If only there was a solution...

I agree. I recall one incident in Surbiton a few months ago. I followed a cyclist who almost ran down a female pedestrian against the red light on a crossing, then pulled out in front of me to turn right into Victoria Road without indicating or using the "lifesaver" as we motorcyclists call it i.e. look round, then he weaved in and out of a bus both undertaking and overtaking it and then, to cap it all, drove into the railway station through the No Entry. I was in the car at the time.

I suppose it is a psychological problem too. I would also add that even people who drive cars aren't necessarily the best pedestrians.

Cycles are a vehicle according to the RTA. They can cause serious injury, even death, in the wrong hands, especially the one hand as the other is on a mobile phone.

You can guess what my views are.

This was Shapps dog-whistling the Daily Mail (I'm surprised he didn't add paying 'road tax') and it's readers so he can keep his ministerial perks in Truss's first cabinet.

WAs my thoughts
A political soundbite to appeal to motorists with something that wont happen.

I was only referring to the minority, I guess! Re motability scooters, you have reminded me of my dear friend Nigel Wise who used to buy old ones, do them up and sell them. How I miss him despite his eccentric modus operandi of making appeals! But, he knew his stuff. And he achieved much in our crusade.

His work on the APCOA stuff in Gloucester and the VCA camera certification process was a joy to read. Truly missed.

Some US states proposed having them, others even adopted them, briefly.

That none (to my latest check) currently have them tells you something.

I did find one county (equivalent to a U.K. district council) that required them, but they are so small as to be useless for identification purposes.

Jersey (Channel Islands) used to require registrations on push bikes.
And were quite sticky on enforcing IIRC the rant my dad had over it back in the late 50s.
When we moved to England in 1960, my bike (inherited from older sister) still had the plate on it

Well, the other day I saw a bike locked to the metal tubes outside Lidl in Three Bridges which meant that nobody could access any of the trolleys for that aisle. I am sure that if a car had parked like that, it would have received a private notice.

Japan requires registration and a registration sticker. The purpose though is to protect against bicycle theft not wanton cycling.
