Hello. A ULEZ PCN has recently been issued to us following a brief trip to London in December. Appealed against it for a number of reasons, the main one being despite having no idea what it was, we were forced to drive onto the zone due to traffic incidents. Anyway there seem to be numerous different threads on here related to the same thing. Anyone any idea how we can tidy this up and all discuss this as one. I've paid the PCN today but am not happy about just leaving things as they are and would like to complain or at least give feedback as to the complete unfairness of the scheme, certainly to those many people who had no idea it even existed. Should a new thread be started or can we collate them all into one?

The only place for this is our Flame Pit forum. You received a PCN and paid it, end of story. The only way to get some fairness into the process is to go to judicial review on adjudicator decisions (London Tribunals), who have refused a number of appeals with the argument that the entry signs give no hint at all of the need to make a payment. Apparently, according to LT adjudicators, every motorist in Great Britian, plus his wife, children and uncles should know everything about ULEZ on seeing the signs. What nonsense !! The problem is that until a political movment becomes powerful to chuck out the incumbent with a promise to review the ULEZ, you just have to take it on the chin. The PCN penalty is grotesquely large at £160. But that's because no government minister has to approve it, it is entirely down to the Mayor of London. Maybe he should be called "Gengis"

Thanks for the reply. I didn't feel comfortable paying the PCN but after one failed appeal and having done my research on the sites and forums, I didn't feel confident any further action would make any difference. They've basically got us over a barrel as they know the majority of people are likely to pay for fear of further costs - especially at the amazingly generous discounted price of a mere £80.
As an aside, a few years ago I got done at some tolls in Italy. I didn't have a clue what I was doing; what I supposed to be paying etc. It was a hire car that had passed through one toll on the way to being delivered to me. Anyway I received a letter from Italy a few weeks later stating I owed such an amount; I replied to question it. Several letters went back and forward and in the end I figured I would just pay it for the sake of my sanity - and guess how much it was? The exact same amount it would have cost me on the day to travel through the toll - no ridiculous PCN charges. I was so shocked that I felt like paying them more just for being so reasonable. ULEZ - £12.50 to £160. It's disgraceful.
After having read through countless forums over the last few days the one theme that runs through them is that everyone agrees the signs are wholly inadequate to explain the purpose or consequence of entering the ULEZ. As far as I'm aware it's not part of the driving test or highway code to learn about ULEZ signs so for TFL to assume everyone should have this knowledge prior to any journey into London is unreasonable.
We need to find someone with knowledge, motivation and spare time on their hands to start a movement to conquer this evil! Please no-one respond and say this is being done for the good of the environment - it's a money making scheme plain and simple.

Has anyone actually written to their MP about this issue? It's all very well sounding off about it in this echo chamber but if someone wants to start a campaign to get it reviewed then action has to be taken.

A judicial review may be in order but that costs a lot of money. Can your MP get this raised at some point?

You will probably find that the (crazy) logic behind this, especially the fine system is to raise revenue. Most people outside London do not know about the ULEZ, let alone what you have to pay if the vehicle you're driving does not comply.

Most London MP's being Labour will side with the Mayor and his rip off charges.

There is a lot wrong with which vehicles are compliant or not. The fact that Taxi's (black cabs) do not have to comply at all seems the most unfair.

As has been said in an earlier post the only way you'd get such a thing quashed is by a Judicial Review which would cost you dearly if you lost. Dont forget TFL has very deep pockets and couldn't care less if it bankrupted you in order to win.

Most people who could afford to take TFL on could afford to just change the vehicle.

Lets hope Shaun Bailey, gets elected as Mayor and he will scrap the extension to the North & South Circular Roads.
