No next step except a complaint to the landowner (see who pays the Non Domestic Rates for that land - ask the council, it's public info).

Come back if they try a court claim, which is where IPC cases are winnable (IAS is a kangaroo court, as you've read, an outrageous scam).

It looks like the parking company may actually own the land based on the information on the PADI site:

However there is no reference to them against the address of the car park in the council FoI business rates spreadsheet I found via some googling. Will give the council a ring tomorrow and see if I can get a definitive answer.

Luckily, 'Napixxr' use BW Legal when they do try court, and BW Legal robo-claims drop the ball more often than not and people win when they defend a case. Even if a case is lost it's worth the fight which is risk-free.

No huge costs, no CCJ, nothing bad (losers just pay about £150 - £175 and the scam is over). Most people win here.

Unfortunately I don't have the time required to fight this so have paid the "fine".

I feel the same, sorry.

People who pay 'for an easy life' fund the scam and the next 4 or 5 PCNs against victims who might be much more vulnerable than you.
