Camera Signs, Redundant signs left to give appearance of cameras

I realise this is technically questionable as there are various different types of cameras and most camera signs do not specify. Can Highway England and various councils leave up redundant or fake signs? If not (especially if enforcement device has been removed) how is/can this enforced?

There are not any fake signs, ther're all genuine signs.

The signs warn that enforcement cameras may be in place. I don't believe there is any guarantee of the presence of a camera.

Indeed, the A340 near me has never had fixed cameras but has these signs. Mobile vans however do show up from time to time.

Enforce what? These optional signs carry no official meaning and can only be considered as 'sporting'. (Actual cameras present or not)
