I parked up on a single yellow line & I displayed my blue disabled badge....this was on Albert Road South Woodford E18.

There are signs up that state resident parking & they have marked out bays for them in white. This is in force from 08.30 - 18.30 Mon to Fri only. I've attached all relevant pictures.

My car was parked past these bays & on a single yellow line where there was no other signs regarding parking. So I thought it was okay to park here. It is my first ever time doing so & got the nice surprise of a PCN when I got back to my car.

So do I just pay up & take it on the chin as I was in the wrong or do you think I can challenge it?

Yes I was displaying both the badge & the clock

The contravention doesn't mention this it just says contravention code 01

Parked in a restricted street during prescribed hours


I've never done this before, how do I get the council pictures?

Well I'm afraid you set the clock wrong - it's set for 15:15 but PCN issued at 11:10. As you know (I hope) you get 3 hours on a yellow line. Looks like you'll only have discretion to ask for - when did you park and what for?

I parked up just after 9 am & I was seeing a friend who lives on that road.....

I can see I did not set the clock correctly but that's not mentioned on the PCN so do you think I should pay up or try my luck on this one?

The PCN is correctly issued. it's for waiting on a single yellow without an exemption, the same as anyone would get. You should certainly ask for discretion - if you don't ask you don't get. Any reason why you didn't set the clock correctly?

I am so sorry, I forgot to do that.....I spent the last 2 days writing it out & rewriting it until I gave up & sent it in....

I explained what had happened & why I had forgot to change the clock...I said it was a genuine oversight on my part due to the circumstances & I explained about my health issues & I sent in proof....

I also said it was my first ever PCN as usually I'm careful about where I am parked.....but on this occasion I totally forgot due to what was going on...

I will let you know how I get on, thank you once again...

Good morning

Does anyone know how long it takes for a challenge against a PCN take please?

I'm asking as mine was issued on the 19th February & I check Redbridge PCN website on a regular basis (so I don't forget about it) & it's now 2nd May & as you can see from my attachment that it still states "Challenge logged".

Also on their website it says they usually take around 56 days & I am on day 72 now...

Redbridge are useless at replying promptly. Lots of councils manage to respond within 28 days or less. I've never had one from Redbridge within their 56 day 'target' One took 94 days!!


As long as the address on your V5C correct , just wait.

OP, let's just focus on the V5C please.

This is the enforcement process:

You will see that the next stage is for a Notice to Owner to be served on the registered keeper.

The registered keeper is the person whose details are held by DVLA and stated in the vehicle 'log book' known as the V5C.

Are you the registered keeper; do you have the V5C; and are your details current?

It is unusual for the authority to not reply to a valid challenge and in your case if they did not then this would be grounds for appeal because their policy is:

if you contest the PCN within the discount period the lower amount will be held and if your challenge/representation is rejected, we will offer a further period to pay the reduced amount.

You challenged within the discount period; they are therefore bound by public law to re-offer the discount even if they were to reject your challenge and therefore may not issue a NTO for the full penalty until this 'further period' has elapsed.

Just wait, but in the meantime:
Post the complete PCN and your challenge please.

Many many thanks for all your replies.

Firstly with regards to the logbook, yes it is in my name & current address. I purchased my car 4 years ago & I've lived at my address for the last 6 years.... I did double check & yes its dated 06/01/2015 & definitely has my correct address

Secondly I did challenge the PCN straight away & I will look for what I said in my appeal & post it along with the original PCN*

* I had to remove some of my earlier attachments as I ran out of room to upload any further documents...

Thirdly I've not received anything from Redbridge council as yet not by any firm of communication.

This is my first ever PCN & I'm very thankful for all the help received....I will be back later with the required paperwork....

Try this:

Do not attach docs/photos, but use this method:

Photo or scan. see http://forums.pepipoo.com/index.php?showtopic=36858&st=0
for how to do it. I use Tinypic for stage 2 with no problems. Thera are other sites, such as Flickr (where the BBcodes are concealed behind the curly arrow (click on it) for sharing), https://imgbb.com/ (highly recommended by Stamfordman) and imgur, which enable you to paste the BBCodes into your post here.
STAGE 1 takes care of resizing. If you use Tinypic for Stage 2, on the left each image in Tinypic is a list of links. Each copied and pasted link will embed a thumbnail link in your post.

Using the attachment method is not advised as it means quickly running out of attachment space.
