Help Parking ticket parked without valid permit or ticket

Dear All

I got this parking charge last month originally it would have been £15 I wanted to pay it but then all the coronavirus issue came out and there was a panic as I'm a student living away from home I had to quickly gather all my belongings and head home now that I'm home I received this letter and remember I forgot to pay for this ticket. I was parked outside of the university campus which is part of the university but only to permit holders I can see this is a private company is there anything I can do I dont have much money because of costs etc. I was told by others signs aren't clear and I only recently got the car so I was not used to parking zones.

please someone help

Hi i dont know how to contact the moderator and also im not sure what you request from me i tried getting images from google but nothing comes up you cant enter the area where the PCN was issued

Youve also put your PCN on this latest post. EDIT IT NOW

If the website wont let you appeal, then post.
Youre NOT going to "win" an appeal. The point of submittign the appeal is *purely* to put them on notice that you know what youre doing, and youre not an easy target.

Dave - i doubt its an additionl £60, more likely thyeve just randomly upped by £20. We've seen this before, where ntd stated £100, ntk stated £120.

It's near the end of university timetabled years let alone any Covid amended versions.

Students tend to go off and do wonderful things, smell wonderful things, inhale wonderful things.

You are now embarking upon legal and quasi-legal processes which are probably going to end up with legal papers being issued - this is what was meant in an earlier post by Letter Before Claim.

I am not confident that you would keep on top of matters, which can get complex (just look at the number of posts in other threads, some running to more than 100), and so I wonder whether you should factor this in to your thinking and actions now.

All that's happening at present is that you're belatedly stumbling from one step to the next.

You need to view the staircase IMO.

Once more can someone get photos of the signage were the parking took place?

If it was "permit holders only" it could be an angle to pursue.

So you could be in a forbidding sign situation. Here's some text I collected about this.

The signage in the car park is of a “forbidding” nature. It is limited to cars displaying a valid permit only and therefore the terms cannot apply to cars without a permit because the signage does not offer an invitation to park on certain terms. The terms are forbidding. This means that there was never a contractual relationship. I refer you to the following case law: PCM-UK v Bull et all B4GF26K6 [2016], UKPC v Masterson B4GF26K6[2016], Horizon Parking v Mr J C5GF17X2 [2016] – In all three of these cases the signage was found to be forbidding and thus only a trespass had occurred and would be a matter for the landowner.

You can find all the possible reasons under the sun why what you now recall was displayed might have been inadequate. You could also get immersed with the PPC about the minutiae of the regs and Act. But they're very unlikely to roll over just because you write to them at this late stage.

Maybe if these were set out for you, it would help with your decision making.

Have you tried contacting the university, as the student, appealing to their better nature and asking them to contact the parking company to cancel the ticket due to the current situation?

Hi everyone I managed to get a photo of where I parked follow with a video clip of the surrounding area as you can see in the video the permit holder parking sign is opposite side of the car park to where I was parked

Please advise do I just accept this fine and pay or challenge what are my options

It is a close up of any signage we want to see.
There is a sign in the second photo where the black car is, is this where the car was parked?
The signage is important!

Hi I've checked with University but there is no admin staff or anyone to speak too

Hi where the black car was parked I was not parked there I was parked opposite side where I began the video

You are correct so the side I was parked on there was no signs the only sign was a yellow one mentioned about CCTV in operation nothing else on my side not even on that pole you saw in the video

Hey guys I'm thinking to pay it but would it be possible just to pay the original people the fine of £60 instead of this debt collection company claiming £120 would there be any problems

I dont want to pay the fine I feel I should take it to court but the mrs is saying just get it out the way.
