PCN Code 01 - no signage & broken lines - Barking & Dagenham Council

Hello,

My Mrs received a PCN a few days ago for Code 01 - Parked in a restricted street during prescribed hours.
I've attached the PCN, the evidence images and my own photo of the state of the lines as well as a shot showing no signage posted in the area.
The council evidence also does not show any signage, there are 2 other images I've left out which are just close ups of the PCN stuck to the car.

Am I able to appeal on the grounds the lines are incomplete and there's no signage of such "prescribed hours".








P.s: this is my first proper post so I'm hoping I've followed the rules!


EDIT: I've just noticed there's no CEO signature - does this matter?

And if Neil sees them, an adjudicator will. PCN looks OK, so the discount beckons I reckon. The days when yellow lines had to be perfection are long gone. No signs needed for double-yellow lines.

Doesn't matter.

DYLs appear to be there to prevent cars being parked close to a junction. Driver needs to choose safer places to park.

Seems banged to rights to me, and she could have parked legally by just parking one car length further along. Discount looks like a good option.
