Just thought I would post a summary of my recent case with ParkingEye as I have benefited from the advice here, but I should have paid more attention, earlier.

I parked in May 2018 in the City Cruise Terminal Short Stay, Southampton car park.

I was not using my own car.

I paid for my stay in cash, so alas no handy electronic trail of the payment.

There was no windscreen ticket.

I kept my receipt for a while but had discarded it by the time the PCN appeared: the PCN was generated just over a month after the parking event.

Since it was not my car, it was addressed to the registered keeper, who passed it on to me.

At that point, I should probably have lodged an appeal, not naming myself, pointing out that the PCN was generated later (over a month) than it needed to be, in order to be (I believe) valid.

However, I thought a nice letter in the post might suffice, and I asserted myself as being the driver and asked them to check if I had used the registration number of my own car, by mistake.

They got the letter, as they then checked with the registered keeper that it was valid, which they confirmed.
I then got two automated PCNs, with two different dates for the end of the 14-day period in which 60 pounds would have been acceptable to them, or 100 pounds later.

They did not acknowledge receipt of my letter and my request to register an appeal and specifically check into the possibility that I had entered the wrong reg. number.

I then finally read the forums here and elsewhere and realised that I should have not identified myself in the first place.
The PCNs did not allege 'keeper liability' under the POFA 2012.

I then lodged an appeal on their website specifying the following:

Reason 1:
I definitely paid for the parking.
Since it is more than two months since the date of the event, I no longer have the receipt, and it is not reasonable to expect me to still have it.

Reason 2:
I might have provided the registration number for my own car by mistake, as that is the one I normally drive.
I would therefore appreciate if you would register this appeal and specifically check into that possibility.
The registration number of my vehicle that I might have entered into the machine is XXXX XXX.
I am sure that CCTV will also show that I paid for parking and put the ticket in the vehicle.

Reason 3:
The notice sent to the Registered Keeper was issued on 17/06/2018 but the date of event was 16/05/2018.
This means that it falls outside the 14-window of the POFA 2012 act.

(I realise from a post here that that last point may or may not be important or indeed valid from a legal point of view, but thought it would show that I wasn't a complete novice.)

I then got an email saying:
"It has come to our attention that the incorrect vehicle registration was inputted on the date of the parking event which has therefore resulted in a Parking Charge being issued.
As a gesture of goodwill we would like to offer you the opportunity to make a discounted payment of £20.00.
This will be on a without prejudice basis, however we must warn you that if this balance is not paid within 14 days from the date of this correspondence, the Parking Charge will increase to the original value.
Please note, if no payment is received, the appeal may well be rejected and a POPLA code provided"

I decided to pay this amount of twenty pounds.

Although there were (it seemed to me) grounds on which I did not need to, because I had paid for the stay, I decided on balance to pay them the twenty.

This was because:
a) I didn't have a receipt.
b) I almost certainly had entered the wrong reg. no.
c) I am fortunate to have some holidays lined-up this summer and did not want to be caught-up with appeal processes with tight deadlines that I might have failed to meet.

That's it... your mileage may vary... next time I will research better first and be less hasty in the initial communication.
