Hi, hope someone can advise how to appeal this one. I parked in Dundee this morning, paid and displayed a parking ticket and returned to my car within the time period to find a PCN for parking in a disabled space. There are no disabled signs in this street, I'm pretty sure no wheelchair painted in the space (I didn't notice when I drove off and when I came back to take photos, having calmed down, there was another car in the space. The only indication is the word 'DISABLED' at each of three spaces which I genuinely didn't see when I drove in.
As the photos show, the only signage on a long black painted fence is the pay and display 4 hours one. Advice please! Thanks First photos show PCN and the council's photos on their website Next photos show the long black fence devoid of disabled signage, and the pay and display sign More photos merge with my original post so it won't let me upload them, but I have pics of the the view as you drive in, where you can't read the DISABLED on the grey granite cobblestones, and also the fence between the three 'disabled' spaces and the parking meter which shows the only sign is the pay and display one. I'll shut up now and wait for your wisdom, thanks! |

First-class post with proof of posting, not recorded: it's more expensive; it adds nothing in terms of presumption of service; and in fact can be counter-productive because often receiving organisations' post-room staff don't like taking what they perceive as personal responsibility for items.
Proof of posting is free at any post office. |

Okay, coming up to 6 weeks on Monday since I sent the response to the NtO...my understanding is there isn't a time limit for them to reply but is there a reasonable time within which I might expect to hear?

In England they have to reply in 56 days to formal reps but in Scotland no such limit I believe.

At long last the letter I had been hoping for, rather pompously declaring the Notice was correctly issued but they have cancelled it.
Many, many thanks to forum members for your help with this. I see the area in question does now have clear Disabled signage. I wonder how many innocent souls paid up without question before that. |
