Hello all, (again)
I'm in need once more of your expert advice. The week before Xmas I had to travel in to London on 3 occasions. On 17th December at 1930hours I believed I had registered for a London Road User Charging account on the TFL website. I got an email and PDF (attached) Rightly or wrongly, I assumed I had set it up correctly, I obviously didn't. A few days later the PCN arrives for the ULEZ, then today another one arrived so I'm expecting another one to arrive in the post tomorrow. I have checked and no deductions were made from my account, I now realise this is because I didn't input my vehicle registration (genuine mistake) I would love your advice on how to proceed, otherwise this is going to cost me Β£240 in fines π¬πͺπ€¬ The images are attached to this album https://www.flickr.com/photos/171167877@N06/ Thanks Danny Also of relevance. The PCN issued on 24/12/2019 has the incorrect location. I was within the ULEZ but "Borough Road" is south of the water and I 100% did not cross the river at any point. |

You registered an account, did you actually add your vehicle to the account? TFL wouldn't know your number plate if all you've supplied is an email address.

Thanks for the prompt reply.
No, I didn't add my vehicle. I thought I had but once the PCN arrived o logged on and could see I had forgot to do it. By then, it was too late to pay for any of the 3 trips I had made. |

We have another case where the vehicle was wrongly placed in the Borough area, suggesting there is a glitch with their camera system.
Apart from this you probably only have discretion to plea for on two of the PCNs. Did you get an email confirmation saying the account had been set up? |

Stamfordman - I got an email and a pdf attachment (both attached on the link) but they do not state I have registered my car.

You've posted pictures of three PCNs:
1) A bus lane PCN from Waltham Forest dated 24 July 2) A ULEZ PCN dated 21 December 3) A ULEZ PCN dated 24 December So, what's the story with this bus lane PCN, has it been paid or is it somehow still outstanding? If it's somehow still outstanding you'll need to set up a separate thread about it as it's an entirely different case. Hey,
The PCN from Waltham Forest (YBJ) was challenged and cancelled by the council on the back of the advice I got here π The 2 ULEZ fines are the ones I need help with, the third still has not arrived π¬ |

Well you have two possible strategies that I can see:
1) Pay 1 PCN at the discount and ask TFL to exercise discretion to cancel the other two, on the basis that it was a single oversight on your part and you've learnt your lesson, or 2) Challenge all the PCNs on the basis that you car was never at the location alleged. -------------------- If you would like assistance with a penalty charge notice, please post a thread on https://www.ftla.uk/index.php

Just to keep the post updated.
I challenged the 3 PCN's on the grounds that this was the first time I have ever entered the ULEZ, I was fully aware of the requirements and that on the day of the first contravention I believed I had signed up and created an account. (I provided evidence of this) I took responsibility for this not being done correctly and asked for discretion in cancelling either all of them, 2 of them or allowing me to make the payment of Β£12.50. I'm at their mercy but I'll let you know how it works out. At this point, I have not mentioned the PCN has the incorrect location etc Thanks Danny |

Just the final result for this one....
I got a long letter back, they stated it was my responsibility to ensure payment was made and that the contravention has occured. I was not offered any discount / discretion as requested and was required to make payment for all 3. I couldn't afford to take it to tribunal as the costs would have been huge if I had lost. 1 - Nil to TFL π Thanks for your help anyway π |
