Private land Parking charge NOTICE ZZPS, £150 fine to student at own college

Hi there,

Basically i need help on fighting back to a company named ZZPS who are debt collectors which have taken control of my original fine from my college (Chichester college).
They are trying to fine me £150 which i just cannot pay as i am a student.

I ignored the original fines from my college as i knew it was private land and there wasn't much they could do, but now they have taken it to ZZPS should i be worried?

i have been threatened with this quote "a recent supreme court ruling (ParkingEye -v- Beavis) has confirmed that parking charge issued on private land is enforceable and the parking charge does not breach the unfair terms in consumer contract regulations".

What can i do to stop these guys from taking this any further and trying get a larger sum of money out of me?!?

Always ignore ZZPS

There is nothing you can write that will change the letter chain
Some background to the charge will help - ZZPS normally adds about £60 and a £90 original charge sounds very high for a college unless it's employed a parking contractor

Does your contract with the college say that it can with-hold degrees if there are outstanding charges

ZZPS haven't 'taken control' they are collecting on behalf of the original creditor. To clarify they are debt collectors, that's a very different animal to a Bailiff.

It's an invoice for parking not a fine.

The original creditor can take you to court (civil claim) for the amount owed, I'm not sure that's "Not much they can do".

What can you do? Start by understanding where you are, the true and full legal situation etc. Currently your like a sailor in the middle of an ocean asking the heading for a port but not actually knowing where you're starting from!

hi thanks for your posts, i have further received a letter say their next course of action is pass the account onto QDR solicitors LTD.
The college do employ parking contractors.

i have misplaced the original PCN but the letters and signage around the college are posted below.

The time frame to reply to ZZPS is 7 days from 13/02/2019

Did you pay as per signs and not display?

Did you just ignore on the basis you thought no one could do naything about it?

Take the ZZPS letters down...........NOW!!!!!!!!!!

Redact your name, address, the VRM, PCN numbers and any other references and then repost.

Full facts are that i was late to class i didn't have time to buy a ticket! came back to the car after lesson to buy one and had a PCN on my car

i have noticed in the first letter they do not give me a time frame to pay the 'balance' could i flag them up on this?

First line of the first sign you posted up.

Parking is for authorised users only, there is no offer of parking to unauthorised users therefore there can be no contract and therefore no breach and therefore no charge. The only claimant is the landholder and then only for trespass.

As i am a student of the college do you think this makes me an authorised user of the car park. I can't find anything relating to what defines an authorised user of the car park.



I have managed to get a hold of the PCN they gave me back when i was charged, i will reattached when i have redacted sensitive data

WHat other Leters Before Action have you found to compare it to?
Have you read the pre action protocol for debt claims, or threads that refer to it, so you know?
