Parking Ticket: Liverpool City Council Old Hall Street

Hi,
After some advice. I was issued a ticket today from LCC. I was parked in a bay, which was not marked anywhere that it was for loading/pay and display etc.
I have a permit which is valid all the time, apart from between 9-5 Mondy - Friday.
I was given a ticket today at 9:22, with the code 01 - Parked in a Restricted Street During Prescribed Hours.

I am an NHS worker who is working this weekend, so this was my day off in leiu. The council recently suspended ticketing due to the COVID situation, as more people are having to work from home. I think that this ticket is unfair on this ground, but more so the fact that there is no parking restriction etc advertised in this area.

I have attached a copy of the PCN, GSV of where I was parked (I was parked where the white van is in this screenshot) and a copy of the evidence submitted.

Grateful for any advice.

It's deceptive because it's shaped like a bay but it is marked with a single yellow line, so the contravention looks to be correct given that this is bound to be in a controlled zone. It is used as a loading bay - I had to go back to 2014 to find a GSV with no van in it.

It's not a parking bay, even though it looks like it at first glance, but I think if it was used for loading it could at least have been made clear by marking it as a loading-only bay instead of just painting a yellow line in it. Yellow lines have two exemptions, (1) loading/unloading, and (2) boarding/alighting passengers. If it's in a CPZ the entry signs will show the relevant days and times, so parking there may be possible at certain times and on certain days but obviously not when you parked there.

I think the discount is the best option unless the PCN contains fatal errors.

Given key workers status (and the CEO did take a pic of permit), discretion should be asked for, but Liverpool is one of the most unforgiving councils we come across, which rather belies its socialist credentials. More Penny Gain than Lane.

Thank you both for your advice on this matter. I will try to appeal this tomorrow before work.
I appreciate your feedback - and agree - it certainly could be demonstrated more clearly what the bay is etc.

-Stamford Man - I most certainly with your comments regarding LCC, not just in regards to Parking Enforcement. They toot the trumpet of socialist values, while happily approving planning permission for excessive student accommodation which sits empty, selling green spaces for luxury home developments and I think in the last few months a council official was even arrested for fraud.

it isn't for loading - it's not marked as for anything. It's just part of the road, with a usual yellow line, which is what the contravention is for.

I think you really only have a plea for discretion over the bay confusion.

Great news. Appeal was upheld and ticket cancelled.
Thanks for advice.

Currently look to move to somewhere with less restrictive parking!

That's good news - glad it worked. I wasn't hoping for much from Liverpool.

Watch out for yellow lines and controlled parking zones. Always check bay signs. Watch out for resident parking zones that only have entry signs - I know Liverpool has these.
