When reading a news report I tend to look at the direct quotes, and take the reporter's interpretation with a large pinch of salt. Maybe that is a type-approved laser speedmeter in the middle, but the quotes seem to be focused on the potential for a long-lens camera to detect other offences such as mobile phone use. It's not as if police forces don't have form when it comes to pushing PR campaigns through local media for one-off or irregular measures - liveried truck tractor units patrols on motorways, for example.
