TMO CPZ considerations before implementation

what considerations does a council have to make in implementing a
TMO/CPZ ?

for example what stops them simply painting double yellowlines on every street
(legally that is not politically)

these would be of two types - specific to the parking legislation
or more general considerations - which themselves could be general reasonableness etc

i am more interested in the first

what challenges have been made to TMO's ?
