Hello All,

I received attached YJB PCN on Monday. I would be most grateful for any advice and/or assistance.

I have been using this route a couple of times a week for the last year to look after my severely ill mother who we almost lost this time last year. I live about 50 miles away, it is about 75 minutes each way and I pass numerous cameras, YJB's and the like and have never incurred such a contravention in the past. Target roundabout is a very chaotic junction at the best of times, I do recall the YJB on the day and the way being clear as I entered, however, a van came shooting past on the left and tried to get back in about 4 cars ahead leading everyone else to stop until the van was given way to rejoin. I have yet to request the video evidence and the reason for delay is covered below. I have looked at the 3 stills on the PCN payment site (additional one attached) and you can just make out the shadow of the van on the top left (highlighted in red) that is trying to squeeze in.

As you can see only a third of my vehicle is in the junction box, the time I can see from the 3 stills (without looking at the video) is about 8 secs. I am not really blocking anyone's way and £65 is a punitive disproportionate charge. I also, found it frustrating that the PCN does not explain how to go about requesting and/or reviewing the evidence. There are clear instructions on how to pay ie call number and select option 1 but nothing about the other options which provide the opportunity to make a representation etc. I believe this information should be equally prominently highlighted.

I have not yet requested the video evidence as the PCN is addressed to 'The Company Secretary' with my address but no company name. The vehicle is registered to me from new and has never been owned by a company or HP etc. There is company registered at the address but is in no way connected to vehicle. In order to obtain the video evidence I would need this information ie name of company..not sure how this effects the validity of the PCN and how to best proceed?

I would appreciate and guidance/assistance you are able to provide.

Best

Don't assume - get the V5C in front of you. We see too many people thinking they know, but finding something different.

Have actually got out the v5 and car registered in my name and my address (address as per PCN) from new. Also called the number to obtain video evidence and was informed can only obtain evidence once security details confirmed which include confirming the ownership. Did not proceed before I sought guidance here. Thank you for your help.

You have the PCN, you were driving and remember the event and you are the owner, so I think an adjudicator would deem the service to be good, send them a copy of the v5c. I cannot see the name being a silver bullet

Your vehicle Is the dark coloured Ford - Yes?
If so, there's a darn sight more than 1/3rd of it in the box junction, so I'd say you're bang to rights on the contravention.
As PMB says, you, the RK and therefore the person liable for the penalty have the PCN so it will be deemed "served".

I don't fancy your chances at Adjudication where the full penalty of £130 will be in play - the discount looks good from here.

Are you anything to do with this Company registered at your address?

That's pretty firm on the basis of a still photo. What was the situation on entry to the box? part 1 of the test
