I see code 67 for this https://www.youtube.com/watch?v=i-P20wdrcAQ being another ULEZ style scheme with non-London drivers being penalised for not knowing about it.

I agree with the aim of the standard, but it should be a construction and use offense not decrim note new code 29 for one way, no doubt in response to the not s36 argument

So where is the bit of legislation that allows London Councils to set codes for Wales ?

I'm guessing the Welsh Government will have entered into an arrangement with London Councils to publish the codes on the London Councils website.

But that would require Parliament to enact legislation, it's much easier for the Mayor to just make it a new type of permit and then enforce using decrim powers.

I agree with you re the new code 29.
