Hi all,
I received a PCN from LB Haringey for code 01 - Parked in a restricted street during prescribed hours and I’m wondering if I stand a chance to challenge it. I parked on Saturday evening (yesterday) in heavy rain as that was the only spot available and was planning to move the car later that evening or on Sunday morning, whenever a space would become available. On Sunday morning at 8 am I had already received the PCN and I am posting it here for your reference. Please see the pic for the exact location where my car was – exactly on the spot where the skip is only that the yellow lines have been repainted since. The evidence is not available online yet, I will post it in the following days, as soon as I get access to it. Is there any way to cancel this on procedural grounds please? Many thanks for your help! C. |

Essentially you are bang-to-rights. As far as I can see you parked on double-yellow lines that apply 24x7. Or are there single-yellow lines where the skip is ? These are timed (days hours), so we need to know what is there. What procedural grounds do you think might apply as we're only at the PCN stage at the moment ? Appeals have been won because councils have cocked-up their responses to representations; these are procedural improprieties, but we're not there yet.
First off, if you want to fight it, you need to submit a challenge to the PCN within the 14 day discount period. If (when) they reject these further advice can be given. and you'll still be able to pay the discount if you want to. However this looks a fairly clear case and difficult to rebut unless you can tell us more. This post has been edited by Incandescent: Sun, 23 Sep 2018 - 17:56 |

Thanks for your quick reply. These are double lines in a Event Day CPZ, but I guess that doesn't really matter in this case. I will post the pictures from the CEO when the evidence becomes available online. Can I ask for CEO notes at this stage? I would challenge it if there's any real chance of winning, so any tips are very welcome.
Also, should the PCN say where I was parked exactly? It only states road name and 'OPP LP HP 1D' whatever that is, I don't know? |

Can I ask for CEO notes at this stage? Why do you want them? Also, should the PCN say where I was parked exactly? It only states road name and 'OPP LP HP 1D' Looks pretty exact to me. LP = lamp post? -------------------- |

Ok, thanks. I didn't know LP = lamp post.
I cannot verify the exact PCN time, I found it after 8 am, it might as well have been 8:50 am. On Sunday morning time is relative. The google map link you sent is from the opposite side of the road. I was parked where the skip is in the google view. |

Any thoughts? Pay or challenge? Photos show bang to rights on the contravention. I'd be paying up unless someone spots a weakness in the PCN. -------------------- |
