Regardless of any 'late' NIP the driver still needs to be named.

Have you moved/changed car recently?

You will need to name a single driver or you will be prosecuted under s.172 for failing to identify he driver. It is obviously difficult when it is more than a month ago, but consult other possible drivers, look out diaries, phone records, credit card bills and so on. You do not have to be 100% certain, most likely will do

Are you definitely the Registered Keeper? That is, do you have the V5C in your possession and does it show your name and correct address?
