APCOA PCN York - is it worth appealing?

The driver parked the car at the APCOA long stay at York Station yesterday as they were going with work to London. The driver paid for 24 hours parking over the phone (driver uses the car park regularly so it always remembers details). The driver got a text reminder to say ‘Your parking expires shortly, to extend text etc’ but they were in a work meeting and totally forgot until 2 hours later when they picked up their phone again and realised they had not text back to extend the parking. As soon as this was realised the driver text immediately back and extended the parking by 2 hours. Of course when The driver got back to the car they had a PCN.
Any advice? Is it worth appealing?

First: EDIT your post to avoid identifying the driver. Refer only to 'the driver.' This is CRUCIAL!!

That land is almost certainly subject to rail byelaws. You need to make sure.

If so, a simple bogoff letter, as keeper, telling APCOA it's not relevant land under the provisions of PoFA and, therefore, as keeper, you are not liable. Wait until about day 25/26 and include a very slight error in your name or address. eg Grene instead of Green, or Simth instead of Smith. This will indicate if they have applied to DVLA for RK details which may be useful later. Ultimately, you want to keep a letter ping pong going for 6 months to be sure no action can be taken under the byelaws.
