Fines? Which raise "revenue" (as opposed to covering contractual losses)?

I just thought it interesting that a spokesperson for a PPC (the university is a PPC in its own right - http://www.britishparking.co.uk/BPA-Approved-Operators) was quite loose with their language, given that the use of the words "penalty" and "fine" are breaches of the BPA Code of Practice.

Yes, though how much is down to deliberate misrepresentation and how much is down to journalistic licence is anyone’s guess.
