Council PCN - Made payment but was sent a Charge Certificarte

Any help/advice is much appreciated, thanks in advance.

I have received a Council PCN, back in 17/11/2018.

It is a Code 25: "Parked in a loading place or bay during restricted hours."

I made an informal email appeal on 29/11/2018, but it was declined. They sent me a letter to confirm the photos, and their reasons. Strangely it was a photo of my car with no visible signage, and a second photo of a zoomed up "Loading only" sign on a green lamp post. :)

There was a single "Loading only" sign on a lamp post but I completely missed it as there was a 4x4 vehicle parked (not loading) before me that pulled away as I arrived.

The letter did not confirm what the restricted hours were as I had requested. Its was not clear on the road where the "loading place or bay" starts or ends.

Made a Payment:

Anyhow, I decided to make a payment online of £35 around 20/12/2018 and I thought that was the end of it.

The Problem:

However, I've now received a Charge Certificate letter to say "To date full payment has not been received" and "Penalty Charge has now increased 50% to £105". It says that a Notice to Owner form was sent to me on 15/01/2019 but I have not received that.

Letter says that I now need to pay Full Payment by 29/03/2019 else it will go to court and bailiffs. It doesn't give me any way to appeal or put my situation across.

Presumably you've checked if the payment went through?

Seems it didn't, and maybe not in the discount window. You are missing the notice to owner (NTO), so the standard procedure now is to wait for the order for debt recovery and make a declaration you didn't get the NTO. This will reset to NTO but you need to then find out about the missed payment before appealing to possibly recover the discount.

is the address correct on the charge certificate.

As pointed out earlier, all you do is wait for the Order for Recovery.

The CC tells us a couple of things:
They have the address of the registered keeper at the time of the contravention (see below);
No payment has been made.

So, is the address on the CC the same as shown on your V5C at the time of the contravention?
Do you have any record of making a payment e.g. a payment reference number or transaction in a bank statement?

Any thoughts on why the NTO might have gone astray?

In the meantime check your bank statement to confirm whether the payment was actually processed. If it was, in due course you'll be able to get a £35 refund.
