It seems that he council know the cases in question - as they quoted there are 675 cases.
"If you think you are one of the 675 affected, fill out and submit the parking claim form" This is relying on the (ahem) affectees to be aware of the issue and have the nous to claim. "The council will undertake an initial review of the application and make a recommendation to the independent adjudicator on the balance of probability. The adjudicator will review the reimbursement request and respond back to the council. If the reviewer requests further information, the council will contact the claimant. All reimbursements approved by the independent adjudicator will be processed by the council." Surely it will be quicker / cheaper / better PR for the council to simply repay all the 675 without prejudice? Press Release It says here that "An investigation by the council discovered that 675 PCNs, issued owing to a parking contravention, were not enforceable. The council is seeking to reimburse all drivers who were incorrectly ticketed." The total value of the penalties imposed is £19,467. Do they have a duty to? For some of the earlier PCNs, they might not have any records. For later ones, if they were paid at the discount rate the council might not know who to contact even if the PCN record has not yet been purged (it is perfectly possible to pay a PCN anonymously). Got a response from the council about why these PCNs are incorrect:
The car parks on which they were issued were not contained within the Off-Street consolidated Order which had been revised in October 2015.
