Do all councils break the rules?

I recently won against Staffordshire County Council at tribunal. The case was the bus lane camera on the i54 business park. As part of the evidence pack the council included a number of streetview images, including one cropped to give a false view. I see in the google attribution guidelines (https://www.google.com/permissions/geoguidelines/attr-guide/) that the council should not have used the image with the copyright notices cropped out.

Looking back, I should have asked the tribunal to chuck out the council case, or at least refuse to accept the cropped image. If they can't be arsed to send a jobsworth with a phone camera, but rely on breaking licence terms they deserve the hiding.

Hmmm. Shall I stir things by reporting this to google?

Certainly a large number of councils game the system. They rely on the 50% reduction for early payment of PCNs to get their ill-gotten dosh as most people are reluctant to give up the discount option, so don't take matters beyond an initial challenge.

The council won't get a hiding or pay any price. If the council were fined, the money needed to pay it will come from Staffordshire council tax payers which may mean a council tax hike or a cut in public services to claw back the money. Council staff from what I read, are almost never sacked or demoted for any mistakes made.

Having read the OP, I'm considering putting a TM symbol at the end of my number plate so that the courts can't use it as evidence without my permission. I'm assuming this will work flawlessly, but if any of the legal experts on here want to give (positive only) feedback, I'd be grateful.

To be honest it's much easier to just explain to the courts that the name held on file by the DVLA is a legal fiction, and they have no jurisdiction...

On a serious note, not all of it is ill-gotten gains. If there were no enforcement at all, it would be chaos.
