for how to do it. I use Tinypic for stage 2 with no problems. Thera are other sites, such as Flickr (where the BBcodes are concealed behind the curly arrow (click on it) for sharing), which enable you to paste the BBCodes into your post here.
STAGE 1 takes care of resizing. If you use Tinypic for Stage 2, on the left each image in Tinypic is a list of links. Highlight and copy the entire link 'for forums' from the list for each image - beginning with IMG and ending /IMG (include all the square brackets [ ] ), and paste each link into your post. Each copied and pasted link will embed a thumbnail link in your post.

Using the attachment method is not advised as it means quickly running out of attachment space.

Redact/obscure name, address, PCN number and reg.mark.
LEAVE IN all dates/times; precise location, Contravention code and description.

The council do not refuse. They can object to the OOT. you are correct re the application to be reviewed by a judge form n244 . This fee is not usually recoverable

The LA can refuse, and often do if it was your fault you didn't receive due to not updating your V5C.

I doubt very much it is a "No Waiting" sign. It is much more likely to be a "No Stopping" sign, which, together with the thick yellow lie is your problem.

DYLs do not require a timeplate as they are a 24/7 restriction.

Your problem is that unlike you who did inform DVLA of change of keeper, there are some naughty people who do not. Do you have proof of postage? If it went to court you would need to convince the court that you posted the notification. Although there is no legal obligation to do so, the V5 advises to contact DVLA if, within (IIRC) 28 days, you have not received notification from DVLA that they received your change of keeper request. Did you do this?
