I stumbled across this:

The relevant bit at the end is very telling:

"The case studies in this report highlight that expanding the supply
of free, cheap, or excessive parking—once viewed as necessary to economic
vitality and freedom of mobility—has been reassessed across Europe. Limiting
the provision of parking to levels that the roads can support and the air quality
norms can sustain is growing more common"

What does a 7-year old report by a non-profit lobbying group that doesn't even have an office in Europe have to do with the EU or parking rules within the EU?

ill not bother in future. The attitude of the people that run this site to posters is pretty shitty sometimes. You pretty much speak to everyone as if they are dirt. As a human being, you suck, mate

Lets face it, if you cant see the relevance, you shouldnt be running this site....

I think a perfectly legitimate question has been posed here. If nothing else, a report from 2011 is going to be completely out of date so there's no obvious reason why you'd post it in 2018.

I think it's something most car drivers would agree with anyway. There's no point building more car parking if there is so much traffic it's just too much of a pain to get to. Most of our roads are at or well over capacity in peak hours.

Seeing as in most UK cities and many towns there isn't the space or money to massively increase road capacity, so the only sensible thing is to get those who can take alternative transport to use it, and free up the roads for those who actually need to use a car.

Both of my nearest towns provide plentiful free car parking, and both are so congested in peak hours that it takes at least 30 minutes to get from the edge of town to the car park. That is not advantageous to me if I am driving. Much better to force someone like me onto a bike and free up that space on the road for someone who must drive.

We need a national car club and then it would work far better.

Cars when not in use would be "docked", not parked.

There would be a need to "park" in a way where you are still holding the car, e.g. on a shopping trip where you visit several shops and keep items in the car, but at a time the car is not "used" you simply let someone else use it.

Parking, most of the time, is the storage of a car when it is not in use. Clearly not a great use of resources.

Car clubs don't work the way they are now. Too local, so how do you go on a long journey then "release" the car for general usage when you reach your destination?

Of course there may be a shortage of space at some places where you wish to leave the car and a shortage of available vehicles at others. I guess there would have to be some "valets" who move cars from areas where there is a high supply and low demand to those where there is a short supply and high demand.
