Drop Off Fine At Luton Airport

Hi

I used a drop off service at Luton Airport at half term. When I arrived back it was in a thunder storm and I went to picked up the car and used the paid parking ticked supplied by the company I had used. I picked up my wife from the bus shelter and drove off as I was drenched and didn't see the point in getting her soaked.

I now have a drop off fine the problem is I have a lease car and the lease company have pass me the details to appeal. I can't ignore it.

What is the best way to appeal this fine.

Appeal on a number of bases
1/ That byelaws OR the road traffic acts apply (search for VCS JLA on here for some indications of what that means in practice) http://www.london-luton.co.uk/en/content/8/244/byelaws.html and as such they have no basis for issuing any spurious 'charges' for criminal acts (if such was performed)
2/ Insufficient signage
3/ Insufficient standing
4/ Not a Genuine pre estimate of loss and unconscionable.

Which PPC (Private Parking Company) is this?
