It'll make f-all difference without any enforcement, as now.

While I'm sympathetic to the objective, in the midst of a pandemic and with a no-deal Brexit looming I'd have thought that government had more important things to be worrying about ATM.

If you read the press, you'd have thought that it was already done and dusted, and all decided. Yet we're just at the consultation stage. Mind you, when did governments actually listen to consultations? They're only there to make us punters feel we're being listened to.

Actually I answer many consultations on gov.uk and looking at the outcomes, you'd be very surprised at how much they do take responses into account. For example the proposal to allow new vehicles to not have an MOT for 4 years rather than 3 was scrapped entirely because of the overwhelming majority of responses (including mine) were against the proposal.

The media do however like to look at consultations and take whichever angle they want to pursue as absolute fact. The same goes for most government documents, especially with Brexit they always focus on the reasonable worst case scenario. Of course, headlines about a balanced central projection would not sell as many newspapers, would they?

Hmm. From P11 of the PDF:
---
Under Operation Snap, drivers and cyclists are encouraged to make use of their footage of fellow road users who are breaking the law by sending it to the police. In the case of using a hand-held mobile phone, the footage might show quite clearly a driver tapping or scrolling at the wheel, but the police would then face the problem of having to establish, from the driver, what type of use they were putting the phone to. Unless the use involved an interactive communication function, the police would be unable to secure a conviction using the mobile phone offence.
---
So at least some thought in the direction of not having to do much additional work themselves, but making more use of footage emailed in by unpaid members of the public.

Ref operation Snap, check out ‘Cycling Mikey’ on YouTube, should get frequent flier miles.

Special Constables and magistrates are also unpaid, I'm not sure what point you're trying to make? Surely the cheaper enforcement can be the better, given that our taxes pay for it? All else being equal, as a taxpayer I'd much rather encourage members of the public to send in footage, rather than having to pay more tax so we can have more dedicated traffic cops.

Good for him, nearly 50 grand a month into the consolidated fund. Every little helps.

Weird that there isn't a national system for reporting this in a user friendly manner. Seems it would be highly lucrative - get someone to compile the evidence for you, put the fine in the post, jobs a good 'un. Much easier than sending out a womble in a van.

Not normally a fan of such policing but as a cyclist the fact so many - mostly young - drivers think it is fine to use the internet whilst in traffic is extremely dangerous. Often you only realise when you are alongside them and they start drifting towards the kerb, and you realise they are driving along at 10 mph and just glancing up every few seconds. Judging by the number of low speed rear end shunts I see this should annoy drivers just as much. Whilst people think they can't be caught as long as their phone is below the window we will all pay for it in our insurance premiums.

I once had an altercation with a BMW driver who I had banged on his front wing because he was centimetres away from crushing me against the kerb. Didn't take kindly to anyone touching his car. The fact I didn't take kindly to people breaking my legs was beyond him.

Seems the Met Police are very proactive on this. Thames Valley Police were supremely unconcerned about my footage, and make it as difficult as possible to even report it, despite the video showing the tell tale glowing screen on the lap.

People who use mobiles while stationary are likely to use them when they're moving slowly, after all what's the difference? It's a slippery slope, I've seen people do this on the motorway as well and as Fredd says, it needs proper enforcement.
