Today I have received NIP after 30 days of the offence. It says 46mph on 40mph
I am assuming the delay was because they might have reached my Leasing company first. But when I logged in to see the picture on the Northamptonshire Public Access System.. There is no image on the website.

The system just says no image available.

I am not sure if it was me or my friend as we were taking turns to drive...

Only the 1st NIP has the 14 day requirement so this seems to be explained.

If you are the person keeping the vehicle then you will be required to identify the driver.

The photo's are not to identify the driver but the offence and vehicle only.

You have the location and the time to assist in the identification. Now you have received the request, you have to use reasonable diligence to identify them.

If you do not know the driver and cannot after reasonable diligence identify them then the matter will go to court. Unless you can convince the bench that you could not identify the driver then you face 6 points and a large fine. Given the underlying offence qualifies for a course (no points, around £90) or fixed penalty (3 points £100) then I'd start with that reasonable diligence...

The system just says no image available.

They will have them but they are under no obligation to provide them. You could contact them to ask for a photo to assist. (It may be of the rear of the car though)

You do not have to be certain. Just more than 50% will do.

Although if you respond naming the driver but expressing any doubt at all, you will likely end up in court.
