PCN - NCP and ANPR

Hi,

What a joke, a PCN in my mailbox today that happened on the 26/07 and was sent on 27/08 received today.

NO way did I intend to not pay, I put my card in the machine to get a ticket, nobody around on other vehicles had tickets so I assumed I was picked up on ANPR and then charged for whatever I used. Bearing in mind this is nearly 6 weeks ago, I remember putting in my reg number into the machine as well.

No ticket was issued from the machine when I put the CC details in leading to my assumption.

I've just appealed this so lets see what happens, but has anyone had a similar appeal they've won here with NCP.

This needs to be moved to the Private Tickets forum as it looks as if you have received a "Parking Charge Notice", not a "Penalty Charge Notice. However for the avoidance of doubt, please post up what you have received.

Well appeal has failed....

They have cited;

"We can confirm that our records show that several payments were made successfully via our payment machines before, during and after your parking period. However, we have found no payment for your vehicle, matching the vehicle registration number."

Am I with no choice here but to pay this despicable fine?

So have you identified the driver?

If the notice was as late after the event as you say AND there was no windscreen ticket AND it was not a hire car then they cannot hold the keeper liable, only the driver

Edit so the identity if the driver cannot be inferred, use "the driver ......" etc

Does the driver not have the payment showing on their statement

Edit your first post. Can work out who likely drove

DID YOU IDENTIFY THE DRIVER in your appeal? Yes or no.

THat doesnt mean no payment was made, just that no payment was made to that reg number. Notice theyve answered with a specifc, narrow answer.
