Hello,

I am a new member but have been reading some of the relevant threads and topics and I am after some advice if possible, please.

I got a parking ticket yesterday in a council car park which happens to be my gym's car park. As a member, clearly displaying my valid parking permit on my windscreen, I am entitled to three hours free parking. Admittedly I had exceeded that by 30 mins, and the PCN does mention "Observed from xx time to xx time". However it cites contravention code 83 "Parked in a car park without clearly displaying a valid pay & display ticket or voucher or parking clock". Wouldn't this be incorrect?
The pictures of my vehicle on the city council site are all taken at the end time of the contravention and one of them is of my actual valid permit on the windscreen.

Shall I challenge the PCN on these grounds, do I stand a chance of having it cancelled? And if I do, do I only state that the contravention code is wrong as I obviously own and clearly display a valid parking permit, or do I mention it should be e.g. code 30 (parked for longer than permitted) as the PCN contains info on how long my vehicle was observed and they may cite that in their reply hence delaying matters or taking me to a formal representation? Would I save time by giving the correct code but asking for the PCN to be cancelled on the grounds of the wrong code used?

Thank you very much in advance :-)

Code 30 is on street not car park .
After 3 hours your permit ceases to be valid so it is as if you have no permit.
The same scenario as a blue badge holder on yellow lines with clock limiting him or her to 3 hours , after 3 hours the badge is not valid so code 01 would apply parked on a restricted street .
So a code 83 would be correct as your permit ceases to be valid after 3 hours.
Others may disagree but that is my interpretation.

Oh I see, thank you
I didn't realise code 30 was only for on street parking.

Not 100% sure but the equivalent to a code 30 on street is a code 80 off street , so you could argue it but that I think only applies to a free car park with a time limit on it as a code 30 applies to free time limited bays on street .
If it is pay and display and permit holders . once permit time as expired it ceases to be valid and p&D is needed

Why don't you show us the paperwork first? There can be flaws on the PCN. Get a photo on your phone or ask someone you know to take a picture for you.

Thank you!
Here is the PCN. No other paperwork or data at this stage except the vehicle pics on the council website (would these also be useful?)
Many thanks!

Show us the back of the PCN, the majority of flaws tend to be in the small print on the back. Also tell us where this car park is and give us a link to the location on google street view.

PCN is by the book, as hcandersen says show us the T&Cs for the permit.
