I got a PCN at Loughton LUL station a few months ago. This car park is operated on behalf of LUL by NCP.

I wasn't driving at the time of the alleged contravention but appealed as the signs in the car park were only readable by a 3' high midget; the people using the car were working for a sub-contractor of LUL and TfL and clearly displayed a sign to that effect in the car.

I appealed to that effect, that was of course refused so took them up on the POPLA offer who now advise me NCP will not be taking any further action.
