One resident only fined for 1 out of 21 PCNs, Does this set a precident?

Hi, and thanks in advance for your advice.

The lady in the article is one of our fellow residents and she got the local press involved after piling up 21 PCNs for going through the same cameras, unknowingly, as the so many of us in Lewisham / Lee Green (approx. 46,000 since June)

Does this, legally, set a precedent, in that many of us followed exactly the same pattern of ignorance when driving through the same places? Many people have got 4 or more tickets, and they all came at once. We are now moving down the address route, in that it's not included on the PCN, but this was a question raising some debate and interest locally, so I thought you may know.

No the council have a discretion to cancel at any time and if it was a tribunal decision then it does not set precedent

We have seen this many times

From the article sounds as if South London News leant heavily on Council?
Interesting quote from the mayor:

Worth asking though, and yes, the Mayor has planets to say on this subject!
