Hello, I received this Charge certificate but I never received the notice to owner. I definitely appealed after I received the PCN. I got a reply advising I wait for the charge certificate to challenge it but I didn't receive it. Can you advise the best way/ thing to say to request it gets sent out again? Let me know if you need any more detail and thank you for your help in advance. I hope you can see the charge certificate above. |

So you challenged the PCN, received a rejection, and decided to wait for the NTO, which didn't come? They say they issued one on 9/1/2018.

Please post up PCN and their response to your challenge.
Was the PCN served on the car or to you, or did you get it by post ? FYI, you cannot appeal a CC, only pay it. If you want to reset to NTO, wait for the Order for Recovery then submit a Witness Statement. Is the address on the CC correct in all detail ? We have seen cases where the OP says he got a posted document, but not an earlier one, but it had a slightly wrong address and the postman, (being a regular), put it in the right address, or a neighbour got it and passed it on. Yes. I appealed the PCN and it was rejected. I will check the address. There was change of ownership of the vehicle but new keeper at the same address. This may have something to do with it.
The PCN was stuck to my windscreen but I definitely received the rejection letter from Barnet. I have an image of the PCN. What's the quickest way to get it on here? Is there a simple app that will give my images URLs? I currently have to be at my home pc to get an image up here. .. CC address correct. |

Whatever you use don't use Photobucket. Almost any other pic site will so - Imgur, Flickr are good.

The NTO was the first document that must be sent to the owner (presumed to be the RK) so sent to the address kept by DVLA
was that you ? If not was it another person at the same address, if so did they receive a NTO Is the CC in your name or that of the other person -------------------- All advice is given freely. It is given without guarantee and responsibility for its use rests with the user

Neither myself or the previous owner received the NTO. I've recently opened, checked and shredded all post to my address over the last year!
CC in my name. Photobucket is what I've been trying to use but found it hard work! Why's that? Is it not compatible? |

Try this: Do not attach docs/photos, but use this method: Some are having problems with Tinypic at he moment.. try Flickr, where the BBcodes are concealed behind the curly arrow (click on it) for sharing. Photo or scan. see http://forums.pepipoo.com/index.php?showtopic=36858&st=0 for how to do it. I use Tinypic for stage 2 with no problems. Thera are other sites, such as Flickr, which enable you to paste the BBCodes into your post here. STAGE 1 takes care of resizing. If you use Tinypic for Stage 2, on the left each image in Tinypic is a list of links. Highlight and copy the entire link 'for forums' from the list for each image - beginning with IMG and ending /IMG (include all the square brackets [ ] ), and paste each link into your post. Each copied and pasted link will embed a thumbnail link in your post. Using the attachment method is not advised as it means quickly running out of attachment space. Redact/obscure name, address, PCN number and reg.mark. LEAVE IN all dates/times; precise location, Contravention code and description. |

I can't quite remember if I posted a reply or submitted a reply online. I basically explained how I was picking up my elderly relative who was not very mobile. She needed more time to get her out of the house for a hospital appointment. The order for debt recovery sounds scary. Is there nothing I can do in the meantime, apart from wait?
