Hi, this is a bit of a specific scenario so I'd appreciate some advice!
I'm currently house sitting in my dads flat whilst he's abroad for a few months. I've been ignoring his mail, but recently saw one with the 'DONT IGNORE' writing and opened it with his permission. It was from Debt Recovery Plus for an apparent parking charge from early March. The reason for issue is 'no permit'. This is in a residents parking area for a block of flats. I had a look at the car, and the permit was still in the windscreen pocket, but it's curled up, which is perhaps the reason for the apparent violation? I will note that the Serial Number, date issued and location is still legible. It's just curled a lot on both sides. So I have two questions. 1. Is having a curled permit a valid reason for this violation? I have a photo of it as it was, although I have since flattened it. 2. Even if it's valid, is the fact that my dad was away from his home (and still is, for a few more weeks) a valid defence for 'ignoring' the letters? Apparently the time for appeal has passed, but obviously he wasn't here to receive any of the initial letters. Any advice is greatly appreciated, thank you. If we need to pay, we will, but I just want to know whether there's anything that can be done. |

1) Potentially. Depends on the signage. But the signage and the permit could all be a sideshow depending on the parking arrangements at the property (see below)
2) Probably not. If the car is registered to that address, it should be an address at which he is contactable, meaning he should make arrangements to ensure mail can be opened/passed on to him. The main thing that we need to find out here is what his lease says about parking - you'll need to get a copy and show us the exact wording of any terms relating to parking. -------------------- Useful Links (for private parking charges):
