Is it normal to have a camera van on the opposite side of the carriageway? What I mean is the van was on the verge on the inside lane facing the oncoming traffic in the offside lane!

With HGVs, vans & other vehicles passing between the camera & the oncoming traffic, doesn't that affect the accuracy of any reading?

To add it's a busy road.

I've never seen this before, always the van has been on the same carriageway as the vehicles they were targeting.... free from any obstructions!

Just wondering....

Perfectly fine. If they have line of sight of the vehicle, then targeting it takes less than half a second. If they get a reading it will be valid.
