I emailed my fiend who advised me on the below;
I can see a possible argument, that they only observed the car for 4 minutes and that is not a reasonable time to allow a person to be at the machine preparing to buy a ticket or reading the terms and setting up an app to pay, or whatever, I;d expect to see at lease 5 mins observation time and you might find this council published online, its parking enforcement policy, which MIGHT set 5 mins as required! Worth looking at that first, then try pepipoo. Whatever you do, get an appeal in this week ANYWAY as its highly likely they will re-offer the discount when they reject the appeal even though it's outside day 14. Paying now will not get you that discount. So appeal anyway after checking out the above, first. I'd appeal that you were reading the signs and ask why the CEO only observed the car for 4 mins which appears to be against guidance on grace periods in a car park or street where time must be allowed to comply. I've checked the policy it doesn't mention the 5 minutes either - however the pictures say 11:00 to 11:24. Am i not reading something right? Im not too sure.. please can someone help? That just sounds like your friend is telling you make up a story, we do not do that.

Show us the back of the PCN, if the information about how to pay / appeal is even only slightly wrong the PCN can be invalid. Use an external site like imgur.com to host the images.
Also email the council and ask for the civil enforcement officer's photos, I don't think Shropshire puts them online. -------------------- If you would like assistance with a penalty charge notice, please post a thread on https://www.ftla.uk/index.php
